Catherine Austin Fitts is a former Wall Street investment banker and former Assistant Secretary of Housing and Urban Development – Federal Housing Commissioner under President George H. W. Bush who has spent many years discussing government finance, black budgets, and what she believes may be a hidden financial system operating alongside the official economy. After leaving government service she founded Solari, Inc. and began publishing financial and geopolitical analysis through the Solari Report. Over time her commentary expanded beyond economics into discussions about power structures, spiritual conflict, advanced technology, and that unseen intelligences influence human affairs.
Much of the attention around Fitts began when researchers studying government financial statements noticed extremely large accounting adjustments in the books of several federal departments. Fitts frequently cites approximately $21 trillion in undocumentable adjustments reported in U.S. government financial statements between fiscal years 1998 and 2015. Analysts reviewing financial records from the Department of Defense and the Department of Housing and Urban Development identified adjustments that did not correspond to clearly documented spending programs. Fitts has said these figures were identified through analysis of federal financial statements conducted with independent researchers, including work associated with Michigan State University. According to Fitts, a relatively small number of transactions accounted for large portions of the discrepancies, with some analyses suggesting that certain fiscal periods saw adjustments exceeding two trillion dollars generated from a limited number of accounting entries. She argues that hidden funding mechanisms may exist that allow certain projects to operate outside the visibility of traditional congressional appropriations. If such systems exist they could support technological or military activities that remain largely invisible to the public.
Some researchers have proposed explanations that include classified aerospace development, intelligence operations, and covert infrastructure programs. Others have speculated that the unexplained funding might support extremely advanced research projects or continuity of government infrastructure. Fitts has described this possibility as a breakaway civilization that may possess advanced technologies and infrastructure separate from the visible global economy, potentially including underground cities, tunnel networks, and high‑speed transportation systems such as magnetic levitation trains. Fitts has at times referred to the possibility that such funding mechanisms could support what she describes as a “breakaway civilization”—a technologically advanced sector operating separately from the visible economy.
During interviews she has suggested that significant resources may have been invested in deep underground bases, hardened command facilities, and protected transportation systems intended to maintain governmental continuity during major crises. In some discussions she has estimated that roughly 170 underground and undersea bases may exist as part of a hidden infrastructure network connected to national security planning.
Where Fitts’ commentary becomes especially unusual is in her willingness to interpret global power structures through a spiritual framework. In many interviews she has stated that she believes human events are influenced not only by political and financial forces but also by spiritual forces. She frequently describes what she calls interdimensional intelligence and identifies these forces within a Christian theological framework of angels and demons. Drawing from biblical descriptions, she has said that “we are dealing with demonic and angelic forces in our world” and interprets these as forms of interdimensional intelligence influencing human affairs. In interviews she has stated that “I think you have interdimensional intelligence, which is operating demonic intelligence,” and has also said that humanity is dealing with both angelic and demonic forces acting across dimensional boundaries. According to Fitts, human beings live within a physical world that is also influenced by spiritual realities operating beyond ordinary perception.
She has suggested that destructive impulses in political leadership may be connected to what she calls demonic intelligence influencing human behavior. In some discussions she describes modern political corruption as leadership driven by “demonic impulses” and frames global events as part of a broader spiritual struggle between divine and destructive forces. In her view the corruption seen within financial and political systems reflects a deeper spiritual conflict between forces aligned with divine order and forces aligned with destructive or manipulative agendas.
Fitts connects these spiritual ideas to her concept of a hidden governing structure that she calls “Mr. Global.” She describes this as a network of powerful interests operating above visible political institutions. In her interpretation many world leaders are over‑influenced by occult traditions and function as intermediaries or puppets within a larger system of power that she associates with this hidden structure. Fitts has suggested that this structure, which she calls Mr. Global, may itself be guided or influenced by what she describes as interdimensional demonic intelligence. According to her interpretation, many political leaders function as intermediaries or agents within this structure rather than as independent decision makers.
Fitts has stated that humanity may be interacting in some manner with civilizations or intelligences more technologically advanced than our own. She has acknowledged seeing unidentified aerial objects herself during her travels across the United States. In certain interviews she has entertained the possibility that some UFO phenomena could have interdimensional aspects. Within her spiritual interpretation these phenomena might represent manifestations of nonhuman intelligence operating from dimensions of reality not yet fully understood by science. She has also suggested that humanity may already be interacting covertly with civilizations more technologically advanced than our own, which could include breakaway human groups, extraterrestrial civilizations, or other forms of intelligence.
Fitts has warned that artificial intelligence could potentially interact with what she describes as interdimensional intelligence and has raised concerns about the possibility of an “AI‑enabled satanic takeover” if such systems were controlled by individuals aligned with destructive spiritual forces. She has also suggested that artificial intelligence systems could in extreme scenarios become influenced by what she describes as demonic intelligence, allowing interdimensional forces to exert greater influence through technological systems. Fitts has warned that advanced technological systems could potentially amplify destructive forces if they were guided by individuals or institutions aligned with what she describes as demonic impulses.
The questions raised by Catherine Austin Fitts ultimately point toward a deeper tension within modern societies. Governments operate enormous technological and financial structures that are only partially visible to the public. Whether the accounting anomalies identified in federal financial statements represent bureaucratic errors, classified research programs, or something more complex remains an open debate.
